لِّيُنذِرَ مَن كَانَ حَيًّا وَيَحِقَّ ٱلْقَوْلُ عَلَى ٱلْكَـٰفِرِينَ

"To warn whoever is alive1 and justify the word [i.e., decree] against the disbelievers."
